, directs the Tennessee Regulatory Authority to promulgate regulations and to compile and maintain a "Do-Not-Call Register." The register consists of landline and cell phone numbers of Tennessee residential telephone subscribers who have elected not to receive telephone solicitations
The law prohibits those attempting to sell consumer goods and services by telephone from calling telephone numbers that appear on the "Do-Not-Call" Register
However, there are some exemptions: First, telephone solicitors may still call in response to an express invitation or permission by the person being called
Second, solicitors may call on behalf of a not-for-profit organization if the call is made by a member of the specific not-for-profit organization

Channels - A walkie-talkie typically has one channel, and a CB radio has 40 channels
Each cell is typically sized at about 10 square miles (26 square kilometers)
That is, each cell (of the seven on a hexagonal grid) is using one-seventh of the available channels so it has a unique set of frequencies and there are no collisions: A cell-phone carrier typically gets 832 radio frequencies to use in a city
Each cell phone uses two frequencies per call -- a -- so there are typically 395 voice channels per carrier
For example, a TDMA-based digital system can carry three times as many calls as an analog system, so each cell has about 168 channels available (see the section on for lots more information on TDMA, CDMA, GSM and other digital cell-phone techniques)
Each carrier in each city also runs one central office called the Mobile Telephone Switching Office (MTSO)

The prospect of twenty million drivers having the opportunity to place, receive, or handle a telephone call while driving is not something easily ignored
Each situation occurred equally often under five conditions of distraction: placing a cellular phone call, carrying on a simple cellular phone conversation, carrying on a complex cellular phone conversation, tuning a radio, and no distraction (i.e., none of the preceding)
Placing a phone call was no more deleterious than a simple conversation in causing situations to go unnoticed, but delayed responses to about the same degree as did complex calls
Relative increase in chances of a highway-traffic situation going unnoticed ranged from approximately 20% for placing a call in simple conversations to 29% for complex conversations
Overall, the increase in likelihood that some highway-traffic situation will go unnoticed while calling or conversing on a cellular phone was (for the older group) about twice that of their younger counterparts
As far as time to respond is concerned, age only effected the placing of cellular phone calls
Older drivers, in particular, should be cautioned against placing calls One of the most popular innovations in automotive travel in the past decade has nothing to do with the automobile itself, the people who drive them, or the roads over which they operate
